Where California wants your Schedule 1
The DMV requires evidence of full payment of β or exemption from β the Federal Heavy Vehicle Use Tax before registering any commercial vehicle or bus operating at 55,000 pounds or more combined gross weight. It accepts an IRS-receipted Schedule 1, watermarked or stamped, and cites Vehicle Code section 4750 with 26 U.S.C. 4481.
Whichever counter you end up at, the document is the same: the Schedule 1 the IRS returns after processing your Form 2290, either manually stamped or carrying the e-file watermark. E-filing returns it within minutes, which matters when registration or a plate renewal is waiting on it.
A second registration hold that has nothing to do with taxes
Clearing the HVUT is only half the job in California. Apportioned (IRP) registration in California
If you run in two or more jurisdictions, you register through the International Registration Plan rather than as a purely intrastate vehicle. Proof of HVUT payment is part of the IRP application and renewal β an apportioned account cannot add a taxable vehicle whose Form 2290 is unpaid.
