Where Maine wants your Schedule 1
Maine is a two-step state, and the first step is local: excise tax is an annual tax that must be paid before registering your vehicle, and it is paid at the town office where the owner resides. Only then do you register with the Bureau of Motor Vehicles, which publishes its own Heavy Vehicle Use Tax proof-of-payment form (MV-2) for the federal requirement.
Whichever counter you end up at, the document is the same: the Schedule 1 the IRS returns after processing your Form 2290, either manually stamped or carrying the e-file watermark. E-filing returns it within minutes, which matters when registration or a plate renewal is waiting on it.
Your town gets paid before the state does
Maine excise tax is calculated on the manufacturer’s suggested retail price using mill rates that step down with vehicle age — from 24 mills in the first year to 4 mills from the sixth year onward — and resets every January 1. Because it is collected at the town office before registration, a Maine trucker deals with two counters in sequence rather than one.
Apportioned (IRP) registration in Maine
If you run in two or more jurisdictions, you register through the International Registration Plan rather than as a purely intrastate vehicle. In Maine that is handled by Maine BMV Motor Carrier Services. Proof of HVUT payment is part of the IRP application and renewal — an apportioned account cannot add a taxable vehicle whose Form 2290 is unpaid.
