Where Washington wants your Schedule 1
Washington is one of the few states to codify the rule outright. WAC 308-91-120 requires owners of vehicles at a declared combined gross weight of 55,000 pounds or more to provide acceptable proof the federal HVUT has been suspended or paid at the time of registration β an IRS-receipted Schedule 1, or the Form 2290 as filed with front and back of the cancelled check. The department must refuse registration if sufficient proof is not presented.
Whichever counter you end up at, the document is the same: the Schedule 1 the IRS returns after processing your Form 2290, either manually stamped or carrying the e-file watermark. E-filing returns it within minutes, which matters when registration or a plate renewal is waiting on it.
You file even when you owe nothing β and there is a 60-day grace
Washington requires a receipted Schedule 1 each year even when the vehicle is exempt from the tax, so a suspended Category W truck still needs its paperwork at the counter. The codified rule also gives a genuine break to mid-year buyers: if a vehicle is purchased within sixty days, proof of the federal HVUT is not required at the time of registration.
Apportioned (IRP) registration in Washington
If you run in two or more jurisdictions, you register through the International Registration Plan rather than as a purely intrastate vehicle. In Washington that is handled by DOL Prorate and Fuel Tax Services, via License eXpress (360-664-1858). Proof of HVUT payment is part of the IRP application and renewal β an apportioned account cannot add a taxable vehicle whose Form 2290 is unpaid.
